With reference to your letter of the 26th instant, would draw your attention to the General Officer Commanding's letter to His Excellency The Governor dated 4th March, 1916, paragraph 5, which gives the reason why SIEMSSEN should be

interned.

In furtherance of this I would point out that two witnesses overheard, at different times, a conversation between SIEISSEN and another German concerning the blowing up of the "Suwa Maru" at the time when 100 Shanhai Volunteers were proceeding to Europe, and SIEMSSEN admitted in this conversation that he was concerned in the proposed wreck of this steamer.
